Terry Lowe - City of Buckeye - Water Resources Director for the
Terry Lowe’s career spans more than 20 years across the public and private sectors, providing him with an in-depth knowledge in project and development managements, public administration, utility operations, fiscal management, and citizen engagement.
Terry began his career in the Washington DC market, working in the general contracting and consulting arena for both public and private sector clients such as Marriot, Sunrise Assisted Living, Capital Automotive REIT, DC Metro Police, and several federal government agencies. Upon moving to the Phoenix Metro area, Terry has worked for several municipalities managing various capital improvement projects (CIP) that include parks, roadways, fire stations, utility infrastructure, and the City of Surprise’s Civic Center. Terry joined the City of Surprise in 2005 as the CIP Manager, in 2013 he was named the Water Resource Management Director, where he spent seven years in this role; the last two years serving as the Deputy City Manager as well. After returning to the private sector for a few years, Terry became Water Resources Director for the City of Buckeye in June 2022.
Terry has Master’s and Bachelor’s degrees in civil engineering, was Vice President of the West Valley Water Association and Chairman of the MAG Water Quality Subcommittee.
